I am getting a residence permit for family reunification (asylum) but I don’t have a passport. What should I do?
If your application for a residence permit for the Netherlands for the purposes of family reunification (asylum) has been approved, but you don’t have a passport or other travel document, you may be able to apply for a replacement travel document.
Check the conditions
You can apply to the Dutch embassy or consulate-general for a replacement travel document if you meet all of the following 5 conditions:
- You do not have a passport or other travel document.
- You can prove that you cannot obtain another travel document.
- The Immigration and Naturalisation Service (IND) has given you approval to apply for an MVV visa sticker.
- You can demonstrate that you are the person who has received approval from the IND. For example, with an official identity document that bears your photograph.
- You are applying for the MVV visa sticker in a country other than your country of residence.
If you meet all 5 of these conditions, you can apply for a replacement travel document at the Dutch embassy or consulate-general. You should do this at the same time as you apply for your MVV visa sticker.
Gather the documents that you need
If you want to apply for a replacement travel document, you will need the following documents:
- A completed and signed passport application form.
- A passport photo that meets Dutch requirements. Find out how to have a Dutch passport photo taken in your country.
Person younger than 18
If you are under 18, your parent(s) must give their permission by signing the passport application form. You will also need photocopies of their passports. This is not required in the following situations:
- One of your parents cannot give permission, or refuses to give permission: You will need a declaration from a court. This must have been issued within the last 3 months.
- Only one parent has parental responsibility: You must be able to demonstrate this with a court judgment.
- A person or institute other than your parent(s) has parental authority: You must be able to demonstrate this with an official document. For example, a court judgment.
